【摘要】:ThisdocumentspecifiesthetechnicalrequirementstominimisethehazardslistedinClause4whichcanarisedur-ingthecommissioning,operationandmaintenanceofAFEwhencarriedoutinaccordancewiththespecificationsgivenbythemanufacturerorhisauthorisedrepresentative.Italsotakesintoaccountsomeperformancerequire-mentsrecognisedasessentialbyauthorities,aircraftandgroundsupportequipment(GSE)manufacturersaswellasairlines,airportsandfuellingcompanies.Thisdocumentappliestoalltypesofaircraftfuellingequipment:--aircraftrefuellers;--hydrantdispensers;--defuellers;--hydrantpitservicingvehicles;--stationarydispensingunits,intendedtoserviceaircraftwithaviationfuelsandtobeoperatedonairfields,heliportsandotheraircraftrefuellingrelatedareassuchasmaintenancebases.NOTE1Ingeneral,theEuropeanAgreementconcerningtheIntemationalCarriageofDangerousGoodsbyRoad(ADR)isnotapplicabletoAFEastheyarenotdeemedtobeusedonpublicroads.However,certainrequirementshavebeenconsideredwhendevelopingthisstandard.TheuseofAFEonpublicroadsisnotintendedwiththefollowingexceptions:--transportationoffuelfromtankfarmstorefuellingareas;--maintenancepurposeswithemptycargotanks.NOTE2Thismayincludetheneedoflocaltrafficderogation(seeClause0ofEN1915-1:2001--negotiation).TheintendedfunctionsofAFEare:--loadingfuelfromthetankfarmand/orahydrantsystemtotheAFE;--storageandtransportationoffuel;--fuellingfromtheAFEtotheaircraft;--filtrationofthefuel;--meteringthefuelforatransferofcustody;--defuellingtheaircrafttotheAFE;--flushingfuelfromhydrantsystems;--unloadingAFEtothetankfarmafterdefuellingofanaircraft;--transferringfuelfromoneAFEtoanother.Thisdocumentdoesnotapplyto:--AFEwhoseonlypowersourceforaircraftrefuellingisdirectlyappliedmanualeffort;--hydrantsystems,tankfarms,pipeworkandundergroundtanks;specifichazardsduetotheoperationoftheAFEinapotentiallyexplosiveatmosphere;--built-infireextinguishersystems.Thisdocumentdoesnotestablishrequirementsfornoiseandvibration.NoiseandvibrationaredealtwithrespectivelyinEN1915-4andEN1915-3.Thisdocumentdoesnotdealwithhazardsinrespecttoastandardautomotivechassisandfromothervehiclesontheapron.ThisdocumentisnotapplicabletoAFEwhicharemanufacturedbeforethedateofpublicationofthisdocumentbyCEN.ThispartofEN12312isintendedtobeusedinconjunctionwithEN1915-1,EN1915-2,EN1915-3(forvehi-cles)andEN1915-4.
